The Economic and Organized Crime Office (EOCO) has arrested former Executive Secretary of the Inter-Ministerial Coordinating Committee on Decentralization (IMCCoD), Dennis Edward Aboagye, popularly known as “Miracles,” in connection with an ongoing investigation into alleged financial and procurement-related irregularities involving about GH¢55 million.

EOCO announced the arrest in a press statement issued on July 13, 2026. The agency said investigators acted after receiving a petition from the current Executive Secretary of IMCCoD, who requested a deeper probe into findings contained in a forensic audit covering the period between August 1, 2022, and February 2, 2025.

According to EOCO, investigators launched the inquiry last year after reviewing the forensic audit and the accompanying petition. The agency says the investigation focuses on the suspected misappropriation, diversion, misapplication and theft of public funds estimated at approximately GH¢55 million.

Investigators are examining the roles of Aboagye, former IMCCoD Accountant Gerald Appiah and other individuals in the alleged offences.

EOCO says the investigation covers several suspected offences, including conspiracy to steal, stealing, using public office for profit, causing financial loss to the state, dissipation of public funds, defrauding by false presences, money laundering and other related offences.

The agency also disclosed that Gerald Appiah has voluntarily started refunding money linked to the ongoing investigation. However, EOCO stressed that the refunds do not conclude the investigation or clear any suspect of criminal liability.

According to the statement, investigators uncovered additional evidence last week relating to suspected fraud and theft involving Aboagye. EOCO then activated an operational plan to arrest him and placed his name on a stop order to prevent any travel that could interfere with the investigation.

EOCO said Aboagye had already left Ghana before the stop order took effect. Officers from the Ghana Immigration Service executed the order when he arrived at Kotoka International Airport on Saturday night and handed him over to EOCO on Sunday morning.

Following his arrest, Aboagye accompanied investigators during a search operation that began on Sunday. EOCO indicated that officers would continue the search as part of the broader investigation.

The anti-corruption agency also confirmed that it intends to grant Aboagye bail in accordance with Ghana’s Constitution and applicable laws. EOCO added that Gerald Appiah is expected to satisfy his bail conditions and secure his release while investigators continue their work.

EOCO emphasized that it will conduct the investigation professionally, impartially and within the framework of the law. The agency also pledged to respect the constitutional rights of every person under investigation while pursuing its mandate to investigate economic and organized crime and recover public assets.

The investigation has attracted widespread public attention because of Aboagye’s previous role in government and his profile in national politics. However, EOCO has not secured a conviction against any of the suspects, and the allegations remain under investigation.

Under Ghanaian law, every suspect enjoys the presumption of innocence until a competent court determines otherwise. Legal experts say the investigation will determine whether prosecutors have sufficient evidence to file formal charges.

EOCO says it will provide additional updates as the investigation progresses.
