The Ghana AIDS Commission (GAC) has clarified that the approximately 1,300 applicants who recorded reactive HIV screening results during a recent security services recruitment exercise have not been diagnosed with HIV.
In a statement, the Commission explained that a reactive HIV screening result is a preliminary outcome that indicates the need for additional testing. It stressed that no individual should be considered HIV-positive until the result has been confirmed through Ghana’s approved HIV testing protocol.
The clarification comes after public discussions and media reports linked the screening exercise to HIV infections among applicants.
The Ghana AIDS Commission said HIV screening tests are designed to identify people who may require further medical assessment.
According to the Commission, a reactive result does not confirm that a person is living with HIV. Instead, it signals that the individual must undergo confirmatory laboratory tests before a diagnosis can be made.
Health officials explained that Ghana follows a national HIV testing algorithm, which requires additional tests to verify an initial reactive result.
The Commission noted that some people who receive reactive screening results may later be found not to have HIV after the confirmatory process is completed.
Commission Urges Public to Avoid Misinformation
The Commission cautioned against interpreting reactive screening results as confirmed HIV cases.
It said inaccurate reporting or public assumptions could contribute to misinformation, increase stigma and discourage people from participating in HIV testing programmes.
The GAC urged media organisations, institutions and the public to use medically accurate language when discussing HIV screening and diagnosis.
It also encouraged respect for the privacy and confidentiality of all applicants involved in the recruitment process.
Medical experts say HIV screening is intended to identify individuals who may require further evaluation.
Confirmatory testing is necessary because screening tests can occasionally produce false-positive results. For that reason, international and national testing guidelines require additional laboratory analysis before an HIV diagnosis is confirmed.
The Ghana AIDS Commission encouraged anyone who receives a reactive screening result to complete the recommended follow-up tests and seek professional counselling where appropriate.

The Commission reaffirmed that HIV testing remains one of the most effective ways to support early diagnosis and timely treatment.
Health authorities say early detection allows people living with HIV to begin treatment sooner, improving long-term health outcomes while reducing the risk of transmission.
The Commission also reiterated its commitment to promoting accurate public health information and reducing stigma associated with HIV testing.

The GAC said maintaining public confidence in HIV testing depends on accurate communication and adherence to established medical procedures.
It urged the public to rely on verified information from qualified health professionals and official institutions rather than assumptions based on preliminary screening results.
The Commission added that protecting confidentiality and ensuring access to proper follow-up care remain central to Ghana’s national HIV response.
