The Auditor-General has made a shocking revelation abou how former Deputy Executive Director of the National Service Authority, Gifty Oware-Mensah, hacked the Central Service Management Platform (CSMP) and looted millions of cedis.
According to the report, the former NSA Director infiltrated the CSMP with her credentials as a service personnel and started receiving monthly payments from the Authority despite being on government’s payroll as a public officer.
“The Deputy Executive Director of NSA, Miss OWARE-ABOAGYE Gifty Afia (NSSGST4842621), was enrolled on 16th March 2021 and placed on the NSS payroll as an NSP, despite already being a full-time salaried public officer,” the report disclosed.
A forensic assessment of the CSMP and Metric App of the NSA for the 2021/2022 service year revealed that Mrs Oware-Mensah manually updated her details.
She was incorporated into the system with a Public Administration degree from the Kwame Nkrumah University of Science and Technology (KNUST).
As a National Service Personnel, she was supposed to report at the Koblimahagu Sobriya Primary School in Tamale but failed to do so.
Adjei Robert Nii Laryea Kumah who is Oware-Mensah’s accomplice and also a staff at NSA helped her to dupe the state.
Her Personal IdentificationNumber (PIN) got approved by Mustapha Ussif who was the Executive Director of the Authority from February 2017 to January 2021 where he was transferred to assume the position as the substantive Minister of Youth and Sports.
However, the report explained that Mustapha Ussif during the time of approval was offered an appointment as the Minister of Youth and Sports Ministry and could possibly not have the requisite oversight responsibility to approve Gifty Oware’s PIN.
